At present, the number of elderly meal assistance programs in China has reached 82000, but some rural canteens are facing the dilemma of "lively opening and cold maintenance". In 2026, the No. 1 central document of the Central Government clearly proposed to encourage the development of catering services, daytime care, rehabilitation care and other elderly care services in places where conditions permit. How to build a good and far-reaching rural happy canteen has become a necessary answer for grassroots livelihood governance.

 

The seventh national census data shows that the elderly population aged 60 and above in rural areas accounts for 23.81% of the total rural population, which is 7.99 percentage points higher than that in urban areas. A large number of young and middle-aged people go out to work, and many elderly people in rural areas often make do with three meals a day. Pickled vegetables with bread and leftover food are repeatedly heated, which is not only a problem of eating, but also poses a safety risk for elderly people living alone when cooking. In addition to the elderly population, left behind children and disabled people also have practical dining needs. To run a good rural happy canteen, government leadership is the foundation. Mobilizing social forces to participate, improving the material receiving mechanism, and leveraging collective assistance to build a multi-party collaborative mechanism are essential and beneficial supplements for achieving long-term sustainability and ensuring the operation of rural canteens.

 

In the initial stage of the construction of rural happy canteens, the local government will bear the main responsibility, and different regions will provide differentiated financial support according to the village situation. Currently, the canteen premises, kitchen equipment and other hardware are basically in place. However, the three major challenges of thin profits, operational difficulties, and talent shortage constrain sustainable development. Policy guarantee is the foundation, and it also requires follow-up management at the township level. In addition to the leaders of the village "two committees", capable people from the village should also be recruited to provide suggestions and ensure the daily operation of the canteen.

 

Social forces are also indispensable. Promote and guide enterprises to give back to their hometown, and local elites to give back to their homeland. By donating funds, rice, flour, grain, oil, and fresh ingredients, we can not only alleviate the pressure of material security, but also build a platform for social forces to participate in rural governance.

 

Daily management also needs to keep up. The procurement of ingredients, fluctuations in the number of diners, and delivery services for elderly people with disabilities and loneliness are complicated and labor-intensive. The canteen buildings, equipment, and items belong to public assets. The village "two committees" need to clarify responsibilities to individuals, improve daily maintenance and management mechanisms, perfect donation reception and material management systems, and provide comprehensive institutional safeguards. The personnel allocation process also needs to be managed with warmth, managing every donation and using every material well, so that love can be truly transformed into hot meals and dishes on the tables of the elderly.

 

The small canteen not only solves the problem of dining for rural elderly, but also carries their simple expectations for a better life. From fundraising to personnel management, from daily operations to quality supervision, every link must be connected and implemented effectively. Only by adhering to the foundation of public welfare and exploring a virtuous cycle model can rural governance be leveraged through small incisions in people's livelihoods, and small canteens truly become a warm battlefield that unites people's hearts.
