The Opinion clarifies the promotion of energy-saving and carbon reduction renovations in computing power, communication base stations, and other areas; Vigorously develop non fossil energy and new energy storage.

 

Since the 14th Five Year Plan, the Central Committee of the Communist Party of China and the State Council have issued important documents such as the "Opinions on Fully, Accurately, and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peak and Carbon Neutrality" and the "Opinions on Accelerating the Comprehensive Green Transformation of Economic and Social Development". The State Council has also issued important documents such as the "Action Plan for Carbon Peak before 2030", the "Comprehensive Work Plan for Energy Conservation and Emission Reduction during the 14th Five Year Plan", and the "Action Plan for Energy Conservation and Carbon Reduction from 2024 to 2025", which have made a series of deployment arrangements for energy conservation and carbon reduction work and achieved significant results. The relevant person in charge of the National Development and Reform Commission stated in an interview with reporters on the 22nd that the current situation of energy conservation and carbon reduction in China is still quite severe. The national conditions of energy structure being biased towards coal, industrial structure being biased towards coal, and environmental constraints being tight have not changed. The proportion of fossil energy and traditional industries is still relatively high, and the foundation for stable and positive ecological environment quality is not yet solid. The comprehensive green transformation of economic and social development still faces many difficulties and challenges.

 

The 15th Five Year Plan period is the decisive stage for achieving carbon peak. The Opinion proposes to resolutely curb the unreasonable growth of total energy consumption, continuously improve the efficiency of energy resource output, effectively reduce carbon emissions from the source, and provide strong guarantees for achieving carbon peak and carbon neutrality, and accelerating the comprehensive green transformation of economic and social development.

 

The person in charge introduced that the "Opinions" deployed five key tasks.

 

One is to collaboratively promote energy conservation, carbon reduction, and green transformation. We will coordinate energy conservation and carbon reduction with industrial optimization and upgrading, strengthen incentives and constraints for energy conservation and carbon reduction, and lead the improvement of standards. We will support the use of digital and green technologies to transform and enhance traditional industries, and vigorously develop green and low-carbon industries. We will coordinate energy conservation, carbon reduction, and green energy transformation, strictly control the consumption of fossil fuels, vigorously develop non fossil fuels and new energy storage, and promote the gradual coverage of new clean energy generation to meet the increasing electricity demand of the whole society.

 

Secondly, we will vigorously promote energy conservation and carbon reduction in key areas. In the industrial sector, comprehensively improve the energy efficiency level of key industries; In the field of construction, strict management of energy efficiency in newly built buildings and promotion of heating metering reform; Developing railway and waterway transportation in the field of transportation, promoting energy-saving and low-carbon transportation tools; In the field of digital infrastructure, promote energy-saving and carbon reduction transformation of computing power, communication base stations, etc; In the field of public institutions, promote the contract energy management model.

 

The third is to further strengthen the supervision and management of energy conservation and carbon reduction. Strictly review and evaluate energy conservation and carbon reduction, strengthen the management of key energy consuming and carbon emitting units, and enhance the supervision of the entire process of energy conservation and carbon reduction.

 

The fourth is to strengthen the support and guarantee of energy conservation and carbon reduction work. Establish sound laws and regulations, improve the standard identification system, strengthen policy support, enhance technological innovation and application, and improve basic work capabilities.

 

The fifth is to mobilize the whole society to participate in and practice energy conservation and carbon reduction. Implement nationwide action and deepen international cooperation.
