In recent years, community commerce has broken through the single attribute of traditional livelihood supply and upgraded to a composite living space that integrates emotional connection, social interaction, cultural experience, and convenient services, becoming a broad stage for the high-quality, diversified, and convenient development of life service industry. More than half of the provinces and prefecture level cities in China have included convenient living circles in their government work reports, and over 90% of prefecture level and above cities have carried out convenient living circle construction according to local conditions, resulting in a large number of typical experience and practices.
The recent promotion meeting for the expansion and upgrading of the 15 minute convenient living circle in Beihai, Guangxi proposed to focus on "comprehensive expansion" and promote the construction of convenient living circles in sinking markets by classification; Focus on "one elderly and one small" and strive to improve the community service system; Focus on upgrading business formats, services, and management, and build the community into a happy home for residents.
The notice issued by the Ministry of Commerce and other departments on strengthening the construction, expansion, and upgrading of the 15 minute convenient living circle in cities clearly states that by 2030, the goal of "one hundred cities, ten thousand circles" will be achieved, which is to determine 100 pilot cities for the comprehensive promotion of the 15 minute convenient living circle, covering the main urban areas of prefecture level and above cities and eligible county communities; Build 10000 convenient living circles with reasonable layout, complete business formats, complete functions, high-quality services, intelligent, efficient, fast and convenient, standardized and orderly, and harmonious commercial and residential areas.
At present, the Ministry of Commerce has identified four batches of 210 national pilot projects and two batches of 45 pilot zones for comprehensive promotion. As of the end of December 2025, 8132 convenient living circles have been built in pilot areas across the country, serving 168 million community residents.
