Recently, the Beijing Municipal Administration for Market Regulation released 32 local standards, covering areas such as low-carbon environmental protection, health and hygiene, urban governance, and public safety. Among them, the "Guidelines for Green Electricity Consumption Accounting and Traceability Technology" and the "Technical Specification for Digitalization of Special Equipment Radiographic Testing Films" are the first of their kind in China.

 

In the field of dual carbon reduction, a total of 13 green and low-carbon related standards have been launched, covering five core directions including dual carbon control, new energy application, and energy conservation and carbon reduction. The "Guidelines for Green Electricity Consumption Accounting and Traceability Technology" specifically address industry pain points such as green electricity accounting, statistics, and proportion verification. It clarifies four consumption methods: green electricity trading, green certificate trading, green electricity direct connection, and self use. It innovatively establishes three types of consumption accounting accounts and builds a refined accounting system, which can achieve accurate allocation of green electricity environmental value and full chain data collection.

 

At the level of urban governance, the "Specification for Invisible, Miniaturized, and Landscapized Setting of Urban Road Power Box" system standardizes the requirements for the entire process of box setting, clarifies the construction standards for box appearance, site selection, and renovation that are suitable for urban style, effectively eliminates visual pollution, optimizes urban spatial environment, and provides technical support for urban renewal and smart city construction. The "Guide to Garden Scene Construction Technology for Villages" focuses on extending garden city construction to rural areas, constructing nine categories of rural garden construction scenes, promoting local plants and low-cost sustainable construction models, and helping to improve and upgrade rural living environments.

 

In the field of people's livelihood and health security, the "Specification for Configuration and Management of Automatic External Defibrillators in Public Places" covers high-frequency public scenes such as subways, campuses, and commercial districts, standardizes the entire process of AED equipment deployment, management, and education, builds a social emergency network accessible to the whole nation, and enhances urban emergency rescue capabilities. The "Psychological Assistance Hotline Service Standards" clarify the core norms of hotline service processes, personnel qualifications, crisis intervention, etc., unify the standards of psychological assistance services, enhance the professionalism and homogenization level of public welfare psychological services, and build a solid defense line for the mental health of the whole nation.

 

In terms of public safety control, the "Fire Safety Management Standards for Social Units and Key Places Part 18: Express Delivery Places" clarifies the main responsibility for fire safety of express delivery outlets, regulates daily management, fire training, emergency drills and other requirements, strictly prohibits electric vehicle charging in business areas, promotes intelligent fire warning equipment, and comprehensively weaves a dense fire safety protection network for the express delivery industry.

 

In the field of special equipment safety, the "Digital Technical Specification for Special Equipment Radiographic Testing Film" benchmarks the international advanced level, clarifies the technical specifications for the entire chain of digital scanning, imaging quality, archive management, etc., can accurately capture small defects in equipment, and eliminate safety omissions. Simultaneously innovating the "One Code Pass" archive management model to solve the problem of chaotic archive management.
