Chen Shaowang, Deputy Minister of Housing and Urban Rural Development, recently stated that the key to improving the living standards of the people is to build "good houses". A 'good house' should be safe, comfortable, green, and smart. Promote the entire chain and lifecycle from good standards, good design, good materials, good construction, and good luck maintenance.

 

In recent years, the construction of "good houses" has deeply penetrated people's hearts. Li Xiaolong, Chief Engineer of the Ministry of Housing and Urban Rural Development, introduced that during the "15th Five Year Plan" period, new houses should be built, old houses should be renovated, and services should be provided well.

 

Li Xiaolong introduced that building a new house mainly involves two things: firstly, improving the standards, design, materials, construction, and operation levels of the entire housing chain. The second is to promote the application of intelligent construction, green construction, green building materials, and modular construction in the construction of "good houses", and create "good houses" that satisfy the people. For example, a house with "pipeline separation" separates water, heating, electricity, and the main structure, which can solve the problem of "opening walls and holes" for future maintenance and decoration, and reduce mutual influence between neighbors. Some projects have adjustable living spaces, which can increase storage space and reserve space for future renovations, catering to the needs of families with multiple children and elderly care. During the 15th Five Year Plan period, there will be more and more "good houses" like this.

 

To renovate old houses, one method is to demolish and rebuild them. If they are identified as D-level dangerous houses, they must be demolished and rebuilt. Although the area of the original demolition and construction method has not changed significantly, the structure and function of the house have completely changed, and the old house has been directly transformed into a new one. Another approach is renovation, maintenance, and partial improvement. Apply prefabricated decoration and more practical and useful technologies to the renovation of old houses; Alternatively, by combining aging adaptation and intelligent transformation, the house can adapt to the needs of the times.

 

To provide good service, a 'good house' must have 'good service'. Based on "good houses", various regions will coordinate the construction of communities, neighborhoods, and urban areas, and provide services such as elderly care, childcare, and meals. The value of "good houses" will be better reflected. Establish a full lifecycle housing safety management system, with a design lifespan of at least 50 years for residential buildings, and some even up to 100 years. In the past, there was a shortage of institutional establishment and improvement during the use of houses, and it is necessary to accelerate the establishment and supplementation during the 15th Five Year Plan period. Various regions will also implement actions to improve the quality of property services, further strengthen the guidance of party building, establish a new mode of coordinated operation among neighborhood committees, property management committees, and property service enterprises under the leadership of community party organizations, and provide diversified residential services for residents, so that houses are not only built well, but also managed and lived well.

 

Positive results have been achieved in promoting the construction of "good houses" in various regions. Some provinces and cities have improved their technical standards. Fujian Province has released the "Technical Guidelines for the Design of Good Houses (Trial)", which focuses on sorting out the provisions with regional characteristics such as three-dimensional greening, energy-saving doors and windows, rainwater utilization, smart homes, flood control and drainage, and typhoon prevention in relevant standards. Qingdao City, Shandong Province has formulated and issued the "Standard System for the Construction of 'Good Houses'", which integrates more than 1200 current engineering construction standards, technical guidelines, and standard drawings, and sets up five major sections: general standards, planning and design, construction implementation, building evaluation, and operation and maintenance services, clarifying the basic general requirements for the construction of' good houses'.

 

Some provinces and cities focus on improving the design level of "good houses". Henan Province forms a design alliance to drive innovation in the design of "good houses". Organize leading design enterprises within the province to take the lead in establishing the "Provincial Good House Design Industry Alliance", focusing on performance design of building sound insulation, heat insulation, ventilation, waterproofing, moisture resistance, etc., promoting innovation in design concepts and methods, and striving to solve pain points, difficulties, and blockages that the public is concerned about. Xingtai City in Hebei Province promotes design innovation, improves space utilization, and enhances service support. Allow newly built residential communities that meet the conditions to carry out site elevation design, expand the utilization of underground space, and encourage the use of underground space to add public service facilities such as urban study rooms and fitness centers. At the same time, it supports the setting of outdoor exclusive courtyards on the first floor of buildings, supports compatibility between commercial and residential areas, and enriches community facilities.

 

Various regions actively ensure the quality of "good houses" construction. Hebei Province and Yunnan Province focus on quality issues such as sound insulation, odor interference, and leakage in housing, and establish a prevention and control technology system. Jiangsu Province and Guangdong Province have launched special actions to strengthen the improvement of engineering quality. Jiangsu Province promotes the "transparent factory" of residential engineering, based on the public disclosure of residential engineering quality information, through a combination of online and offline methods, to publicly disclose residential engineering quality information, achieve transparency in the construction process, traceability of quality responsibilities, and visualization of delivery standards; Guangdong Province will focus on promoting 18 specific tasks, including bidding and tendering management, survey and design quality management, implementation of main responsibilities, digital construction, and grassroots services provided by technical experts, to further improve the quality of housing.
